HOW many minimum gears should be there in mountain bikes?

I was looking to buy a mountain bike on ebay, I am not sure how to evaluate the price of the bike in terms of no. of gears. the bike which i liked was having only 9 gears, what does that mean? Is it ok to have only 9 gears or it should be like 18 gears or something?
